Barry M. Shulman is the President/Chief Executive Officer and a partner of Scolaro, Shulman, Cohen, Fetter & Burstein, P.C. He has blended his past governmental involvements (including as past counsel to the New York State Senate Judiciary Committee) with his skills as a negotiator. In addition to representing the Central New York Regional Transportation Authority and other governmental clients, Barry negotiates major commercial leases for landlords and tenants as well as contracts for the acquisition and development of shopping centers and other large commercial real property. He has represented many of his clients for more than thirty years, and has seen them grow into regionally, if not nationally competitive enterprises. He has also represented public entities, including public transit systems in all regards for approximately thirty years.
Barry received his Bachelor of Science in Economics from the Wharton School of Finance and Commerce at the University of Pennsylvania, where he has served on the Dean’s Committee of outstanding graduates. He graduated in 1966 from the Cornell Law School, where he was awarded the John J. Kelley Award, as outstanding law student. When with the New York State Legislature, Barry authored laws which protect landlords and tenants alike, and has been involved in many community, civic and philanthropic endeavors. He has been a guest lecturer at New York State Bar Association seminars, and has been a member of several local boards. He speaks French and Hungarian, and for more than twenty years has been the managing partner of these law offices.
Barry is currently serving as a faculty member of the City University of New York. He frequently lectures throughout New York State to Board Members on state and local bodies regarding ethics obligations under State Law.
